Vanuatu offers two legislated citizenship-by-investment pathways. The Development Support Program (DSP) is a non-refundable government contribution from $130,000 USD for a single applicant. The Capital Investment Immigration Plan (CIIP) is a fund-based investment at a flat $165,000 USD covering single applicant through family of four. Both require no residency.
