A Necessary Clarification — U.S. Taxation and Compliance.
U.S. citizens remain subject to U.S. taxation regardless of second citizenship. This program does not alter tax obligations but may support broader international structuring and mobility planning strategies.
Vanuatu operates a tax neutral jurisdictional framework subject to individual circumstances. For U.S. citizens this should be considered only in coordination with qualified U.S. tax counsel. We do not provide tax, legal or investment advice.

Why internationally minded families choose Vanuatu.
Three reasons Vanuatu consistently compares well with other citizenship programmes.
45–60 days — the fastest in the Pacific
From formal application to passport in hand. No other Pacific programme comes close. Due diligence typically clears in around 20 days; the rest follows quickly.
A true zero-tax jurisdiction
No personal income tax. No capital gains tax. No inheritance tax. No wealth tax — for residents and non-resident citizens alike.
Strictly confidential by law
Vanuatu does not publish citizenship records. Your privacy is protected by Vanuatu law, not merely by internal policy.
“Working with the Vanuatu Government-designated agent made the citizenship process incredibly smooth. The team was knowledgeable, responsive, and ensured everything was handled efficiently.”
“We wanted a second citizenship for global mobility and tax planning, and Vanuatu was the perfect choice. We were impressed by how quickly we received our citizenship.”
Two routes to Vanuatu citizenship by investment.
This is commonly referred to in the industry as citizenship by investment (CBI) — a legislated pathway to a second citizenship through a qualifying economic contribution.
Both programmes grant identical citizenship rights, the same passport and the same processing window.

Common questions.
What is citizenship by investment (CBI)?+
Citizenship by investment (CBI) is the industry term for a legislated pathway to a second citizenship through a qualifying economic contribution to a sovereign government, rather than through residency, marriage or descent. On this program, CBI takes the form of two structured routes: the Development Support Program (DSP), a non-refundable contribution to Vanuatu's National Development Fund, or the Capital Investment Immigration Plan (CIIP), a qualifying investment allocation. Both are administered directly by the Vanuatu Citizenship Commission.
How much does Vanuatu citizenship cost?+
The Development Support Program starts from US$130,000 for a single applicant and US$180,000 for a family of four. The Capital Investment Immigration Plan is a flat US$165,000 covering a single applicant through a family of four, with US$50,000 redeemable after a five-year holding period. A due diligence fee of US$5,500 per adult applies and is non-refundable.
How long does the process take?+
A well-prepared file is typically granted within 45 to 60 days from formal lodgement, with due diligence usually clearing in around 20 days.
Do I need to travel to Vanuatu?+
No. There is no residency requirement and the oath of allegiance is administered virtually. The process is completed entirely online.
Can I include my family?+
Yes. Spouses, dependent children and, in defined circumstances, dependent parents may be included within a single application.
Is my money handled securely?+
We are authorised to handle funds on behalf of the Vanuatu authorities, and a current agent licence is supplied to every applicant. Programme contributions are made only after Approval-in-Principle.
